The icon in the page title is not possible. Because WordPress doesn\'t allow HTML in the page title by default.
The icon in title of QT: Featured Page is also not possible because that widget is grabbing the page title of the selected page, and see the sentence above.. :)
But.. for the QT: Featured Page their is another way which will achieve what you want. Not 100% the same as using the Featured page widget because the dark overlay with button will not appear then, but the rest quite close..
If you use the Visual Editor and add the image, title, text and link manually you can use a icon shortcode before the title. So for example:
[icon fa=\"fa-bank fa-2x\"] Banking
That will make it look like your first screenshot.
