The only way to do this is by creating a new page under the "Pages" admin tab and add each project category manually to that page by using a "Single Image" element, or other elements if you prefer that like the Hover Box or a simple text block element.
Then you can link each item to the category page by adding the category URL like this:

When you gave the project categories a custom URL slug you have to replace 'project-categories' in above URL to your custom one.
