This depend on what kind of project you're going to built. Basically a regular license grant you to use the theme for one single end product for one client. So this means that you can use the theme for a single website for one client.

Let's say for example your client want a website in multiple languages and each language is hosted on a different domain. In this case it's not actually not a single website anymore, but because the different domains are part of one single end product you can use it twice or more for this single client.
