Just a general question - can you create different custom sidebar menus for different regular pages ... or is there only the one sidebar option for the regular page?
First of all please make sure you have set the "Default Sidebar" option to "Page Sidebar" under Settings -> Reading.
Create a couple of menu's under Appearance -> Menu's with each have their own links. Then if you edit the page a page you can create a unique sidebar for this page at the "Sidebar" metabox on the right side of the page (screenshot).
Now if you have added this sidebar please navigate to Appearance -> Widgets and add the "Navigation Menu" widget to the new sidebar panel (screenshot) and inside the widget please select the menu you would like to display.
