Please check if at least the 'Site Title' is added under Settings -> General. I recommend to remove the 'under construction' part from the title. Google doesn't really like those things in titles. Can you also check if the correct home/frontpage is selected for the 'Front Page' option (select field) under Settings -> Reading.
Within your WordPress settings everything seems fine. Probably this issue is coming form the maintenance plugin as there are no other SEO options by default in WordPress and the page title field should work straight out of the box.
Site title and description in the Google results won't change instantly. This will take a while (up to a couple days) before Google will crawl your website again.
You can fetch a crawl manually via the Google Webmaster Tools. If you add your website to it and then navigate to Crawl -> Fetch as Google you can perform a new crawl. Please note that also this won't change instantly on Google.
